VILLAGE OF FAIRGROVE
OCTOBER 1, 2007

Absent: Adams, Englehart, Farnum,
 
 
The meeting was called to order at 7:30 p.m. by President Maguire.
 
Motion Prusi second Eurich to accept the September 10, 2007 regular meeting minutes as printed.    Carried.

Fire Chief Young stated that the department had 1 run and 2 assists for September.   MMR has proposed that the fire department become medical first responders for their fire district. The clerk was instructed to contact the village’s insurance provider to obtain any additional insurance costs this service would incur.
 
Motion Wassa second Adams to hire Wally Prusi to represent the village at Small Claims Court at $10 per hour.    4 Yea    0 Nay    1 Abstain-Prusi    Carried.
 
Motion Prusi second Eurich to sign a contract with Tuscola County Health Department for Hepatitis B vaccines costing $132 per person for the members of the fire and police departments as required by law.    Carried.
 
Police Chief Wassa asked the councils’ opinion on removing the vehicle light bar. The council asked that he obtain further information as to costs, etc.
 
The clerk reported that inspections of the village’s sanitary sewer lift stations indicated some maintenance and repairs needed to be completed. The DPW will review.
 
Motion Eurich second Wassa to have the Slack Road bridge guardrail replaced by J & J Contracting for approximately $6500 as suggested by the required bridge inspection.    Carried.
 
MotionEurich second Prusi to amend the 2007-08 budget by $6500 for Slack Road guardrail replacement.    Carried.
 
MotionWassa second Eurich to collect a zoning permit fee of $20 for any structure, building or fence that requires review from the zoning administrator.    Carried.
 
Correspondence was received from Fern Young thanking the village for the sidewalk replacement on the northeast corner of Main & Poplar Streets, the Tuscola Area Airport Authority inviting the council to attend an open house at the airport, and Donnie Englehart resigning as a council trustee.
 
Motion Adams second Wassa to accept the resignation of Donald Englehart from the village council effective immediately.    Carried.
 
Motion Wassa second Adams to pay Zoning Administrator Wally Prusi $10 per hour for the work that he does for zoning through March 31, 2008 and then review at that time. 
Motion Amended with Consent to: Wassa second Adams to pay Wally Prusi $10 per hour for zoning enforcement through March 31, 2008 and then review at that time.    4 Yea    0 Nay   
1 Abstain-Prusi    Carried.
 
 
Motion Adams second Prusi to amend Fire Ordinance #54 to invoice each property owner for any fire department response.    Carried.
 
President Maguire set Halloween hours within the village from 6:30 p.m. to 8:00 p.m. on Wednesday October 31, 2007.
 
Motion Adams second Prusi to pay bills of approximately $14,591.93.    Carried.
