NOTICE of PUBLIC HEARING

The Fairgrove Village Council will hold a public hearing to discuss the budget for 2020-2021 fiscal year on March 02, 2020 at 6:15 pm at the Village of Fairgrove Village Hall, 5005 W Main Street, Fairgrove, MI. 48733.

The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing.

A copy of the proposed budget is available for public inspection at the Village of Fairgrove office, 5005 W. Center Street during regular business hours; or by Appointment please contact the clerk at 989-693-6572

  • Motion by Stevens to Approve the Agenda 03/02/2020 2nd by Young Motion carried 5/0
  • Motion by McIntosh to Approve Meeting Minutes from 02/03/2020 2nd by Stevens Motion carried 5/0
  • Audience Recognition:
    • Ms. Stevens: Plowing of the sidewalks are great thank Tony! Childs stated how next year will go better working on a plow that fits on the sidewalk
  • Department Committee Reports
    • Fire Department- Young
    • No Report Provided  
    • February Fire Runs- 1
    • Childs- Baur- Young meet with Gilford about added sections and will be voted on by Gilford at their next meeting in March
    • March 3rd pipeline training
    •  2 new turn out gear ordered 
      • May take up to 90 days
    • Core of Engineers stating water levels may be up 11 inches and we are in a flood plain
      • Unionville Fire Department is trained in water rescue
  • Police- Simerson- not present
    • Young- Report Provided from Police Committee meeting
      • Increase of wages for Chief
      • More nights and weekends hours
      • Added cost is going to be $3000 to $3200
  • DPW- Thomas
    • Snow Blowing is going well
    • Enzymes are going to be implemented on a schedule into Sewer lines to aid in root and grime being dissolved
    • Vac truck parts again to be able do catch basins
    • Starting the Windows
    • Lawnmower is ready to go
  • Childs_ Engineer- Thomas- Childs did boring samples to see a great sand base on Center Street- Fits in County Criteria- will need curb and gutters around the corners and sewer work- 1 year’s roads budget- looking at 2-3 years out.

    • Insurance Quotes from: Duclos/ MML have been received an additional company has asked to quote – Item tabled
    • Delinquent Sewer- Mowing- Demolition Bills to be turned over to County for Collection:
      • 5085 Center Street- Clerk Decide if the Demolition cost to be turned over as tax lien or pursuing through Courts
        • Back Tax Amounts- Sewer Delinquencies- Blight Cost approximately $4753.00
        • Demolition additional would be $7850.00 more
        • $12,603.00 plus administration costs
        • Lien cost will be probably be more than appraised value of lot
        • Motion by Young to not include 5085 on tax roll for collection 2nd by Stevens Roll call vote: Yes- Young/ Stevens/ McIntosh/ Phelps/ Childs motion carried 5/0
        • Tabled whether to pursue the Demolition cost through the courts

    • Survey from Planning Commission is going out in the next sewer bill to see what Villagers would like to see for the Master Plan
      • Possible drop off locations could be Library or DJ’s

    • Ordinance #70 Prohibition of the Operation of Motor Vehicles on Sidewalks
    • Offered by Stevens 2nd by Phelps Roll call: Yes- Young/ Stevens/ McIntosh/ Phelps/ Childs Ordinance #70 adopted

    • Ms. Childs would like the milled asphalt from Center Street for the Park when the times comes- Would like to know if th4e Bean Fest will be taken over the Flower beds at the Bean Building once the lease is signed
    • Looking for the Handicapped signs to be placed once again at the Bean Building for a total of 4 spots- Motion by McIntosh to have 4 signed placed at the Bean Festival Building 2nd by Stevens Motion carried 5/0

  • President Childs adjourned the meeting at 7:30 pm
