Fairgrove Village Council Regular Meeting

07/01/2019 @ 6:30 pm

 

In Attendance: Childs/ McIntosh/ Phelps/ Stevens/Nelson (arrived at 6:34)

 

 

  • Welcome remarks led by Childs
  • Pledge of Allegiance Led by Childs
  • Addition to Agenda of Noise Issues & Parking on Center Street

Motion by Phelps to Approve the Agenda 07/01/2019 2nd by McIntosh Motion carried 4/0/1

  • Motion by McIntosh to Approve Meeting Minutes with one change from 06/17/2019 2nd by Stevens Motion carried 5/0
  • Audience Recognition:
    • Ms. Young: Park looks GREAT! Concerns over blight grass on sidewalks and the cat population.  
    • Childs: Park water is currently locked until a different solution is put into place faucet can run continually if left on
    • Tina Wassa: Concerns over purchase of lot across from Village- It may be considered contaminated- Could become a Village Liability- 45 days form sale to address issues-Need a Baseline Environmental Assessment- Council will have Clerk do some research on this matter
    • Ann Marie: Newsletter good idea
      • Question about the Air Advantage offering:
        • Village needs Households that would like to have Fiber to their homes to be considered for a Grant that would cover 90% of the cost to install Fiber to the Village
        • FYI Village’s cost for monthly service is $45.00
        • Clerk looking for 126 Households to be on the list of willing to have Fiber installed into their home
        • NO obligation just looking for interest need soon!

    • Fire Department- Young
    • Report Provided
    • Last years number to date was 28 Calls
    •  Down 7 calls (could be weather related)
    • Thanks to Anne Marie the 100 Women of Vassar area Donated to the Fairgrove Fire Department $8600.00 to go towards new Helmets
    • The remainder of the bill will be paid from the Fire 501c3
    • This will allow about 22 helmets and hoods
    • July 10 Possible Fire Board Meeting

 

  • Police- Simerson
    • Report Provided
    • Noise on McLuney Street being reported to dispatch but not being addressed- Simerson will be looking into this home for this and another matter
    • Need for bigger 3 way stop sign or reflector tape – Solution in the works to make the light safer
    • Parking along West Center Street is making it hard to proceed with caution along this section at time cars are parked on the sidewalk as well as to close to the road- This will too be addressed at this location

 

  • DPW- Childs
    • Employment
      • Tony Thomas has been hired and working currently 2 days a week
        • List from council and Villagers of the priorities of repairs & concerns
      • Cleaning position at Village hall
        • One application Larkin Neering
        • Willing to do the 5 hours a month at $50.00 Motion by McIntosh to Hire Larkin Neering 2nd by Phelps motion carried 5/0
  • Fire Fighters 501c3
    • No Report given

 

  • Clerk- Smith
    • Check Register Report 6/2019
    • Juniata paid their $22,847.28 for the Fire Truck
    • Motion by Stevens to pay off Promissory Notes to Both Township of Fairgrove and Gilford Township for the Juniata Portion of the Fire Truck to be paid with 6 month interest totally in $$11,497.50 each 2nd by McIntosh Roll call vote: Yes: Nelson- Stevens-McIntosh- Phelps- Childs motion carried 5/0
    • Sewer Bills were sent out the following information is the correct information
      • The Bills are from July 1 to September 30
      • They are due by July 29 or there will be a penalty
    • The Newsletters went out with the Sewer bills- Childs is looking at ways to make sure that even Village residents that do not get a sewer bill can receive the newsletter

 

  • Planning Commission- Prusi
    • Looking to set the next meeting date
      • Possibly July 11th at 6:30 pm
      • Village needs to look at a swimming pool ordinance
      • Any Ordinance issue contact Prusi directly
  • Unfinished Business
    • McLuney St- Childs
      • No Word from Nicholas if they will honor bid from the past
      • If no bid soon Village will need to possibly advertise for bids
    • Sewer
      • Methodist Church had some storm sewer issues
      • Monchilov came it was plugged at Street
      • Will be coming back to cut tree roots
    • Sewer Alarm
      • Alarm is here waiting on Electrician to install
      • If works as directed, the other 3 approved alarms will be purchased
      • Hydrodynamics is lined up to repair the sewer at the High School, but they need to do so when school is not in session
    • Speed Sign
      • Post is being pained
      • Miss Digg needs to be notified
    • Sidewalks
      • Contractor is looking to start in next few weeks
    • Bean Festival
      • No response if they are looking to purchase building
      • 5085 Center Street Bids
        • 2- bids Monchilov $11,900/ Carpenter $7,800
        • Attorney recommendation is to file a “Peace of Mind” with the courts to make sure that all the steps have been met before demolition begins Motion by Nelson to have Garner file the Peace of Mind with the courts 2nd by Stevens motion carried 5/0
        • Motion by Phelps to accept Carpenters bid of $7800 for the Demolition once we receive the Court order and receipts from Carpenter of proper disposal of materials 2nd by McIntosh roll call vote: No- Nelson Yes- Stevens- McIntosh- Phelps- Childs Motion carried 4/1/0
      • New Lot Deed
        • To be put in Safety Deposit Box at Chemical Bank
        • Clerk to research the DEQ item

 

 

 

  • Animal Control
    • Commissioner Young will be e-mailing them on our behalf and addressing the concerns
    • Simerson will be talking to Dispatch about the calls not being relayed

 

  • New Business
    • August 22 from 6 to 7:30 pm the Treasurer will be at the Village collecting taxes
    • If everyone could please write an e-mail to SenatorKevinDaley.com to show support for the Caro Center
    • MI State website has no new Marijuana information posted
  • Correspondence

  • Audience Recognition:
    • Jamie- asked whose responsibility it is to maintain the sidewalks? Ordinance # 58 states: An Ordinance to provide for the maintenance of and to prohibit obstructions on the sidewalks within the Village of Fairgrove. An Owner of Real Property ….   
    • Blight complaints need to provide an address to Clerk so the matter can be dealt with
    • Fire Chief – Possible tornado siren testing on Wednesday (depends on weather)
    • Next Wednesday Active shooter training in the area
