FAIRGROVE VILLAGE COUNCIL MINUTES

July 9, 2018

PRESENT: Cathy Phelps, Troy McIntosh, Kristin Nelson    

Visitors were present.

Council meeting was called to order at 6:33 PM.

Agenda.  Motion to approve the July Agenda as amended made by Troy McIntosh and supported by Kristin Nelson. All in favor (3-0).
  • Council Meeting Minutes- June 4, 2018. Troy McIntosh moved to approve the minutes.   Kristin Nelson seconded. Motion carried (3-0).

AUDIENCE RECOGNITION

       

  • A request was made to trim the tree near the church. The clerk will address.
  • The added police presence is positive. Speeding continues.
  • Dogs are an issue in the village – barking and running loose.
  • Aggressive Pitbull is in the village.
  • Request to remove stumps in front of funeral home.
  • McLuney Street discussion

The board suspended the regular meeting for a public hearing on Ordinance #67 at 6:45 PM.

Troy McIntosh moved to approve Ordinance #67. Kristin Nelson seconded the motion. The motion was approved. Roll Call Vote 3-0; Troy McIntosh –Aye, Cathy Phelps– Aye, Kristin Nelson- Aye

  • Additional discussion on tree trimming
  • Enforcement officer Simerson presented a report of his recent efforts.
 

Carol Gillis presented information on the Region 7 Area on Aging program.

DEPARTMENT/COMMITTEE REPORTS

  • FD: 4 fire runs in June. 28 calls since the beginning of the year. .
    • Fairgrove is scheduled to host the County meeting on August 3 or August 16. Troy McIntosh made a motion to approve the use of the hall. Cathy Phelps seconded the motion. The motion was approved 3-0.
    • The department borrowed an AED unit for a response call. The unit is no longer working.
    • There is a county wide burn ban in place. No burn permits will be issued.
  • DPW –Absent
  • Clerk – Absent
    • Kristen Nelson made a motion to vote for the MML Candidates. Troy McIntosh seconded.  The motion was approved.
    • Information was presented on the Tuscola County Medical Care Community.
    • Information was made available regarding a DTE public hearing and a Consumers Energy public hearing on July 17, 2018 in Lansing.
    • The Par Plan News and “the Review” were made available.

Unfinished Business

            The board discussed McLuney Street.

New Business
  • Troy McIntosh made a motion to adopt the Ordinance fines policy. Kristin Nelson seconded the motion. The policy was adopted (4-0).
  • Chief Simerson discussed the dangerous building on Center street.

FINANCES

  • Kristin Nelson moved to pay the June disbursements (Attached) totaling    $48870.38 (Includes added payment for Great Lakes Land Management for $1725.00).  Cathy Phelps seconded. The motion was approved. Roll Call Vote 3-0; Troy McIntosh –Aye, Cathy Phelps– Aye, Kristin Nelson- Aye.

 

ADJOURNMENT

  • Motion to adjourn made by Troy McIntosh. Seconded by Kristin Nelson. The vote was in favor (3-0).  Meeting adjourned at 7:33 PM.
