  FAIRGROVE VILLAGE COUNCIL MINUTES

July 11, 2016

 

PRESENT: D. Maguire, B. Phelps, C. Phelps

EMPLOYEES:  None

Visitors included: Tina Marie Ball and several others that did not sign in.

 

Council meeting was called to order at 7 PM.

 

  • June Agenda.  Motion to accept C. Phelps. Second, B. Phelps. All in favor, motion carried.
  • Council Meeting Minutes- June 6, 2016. Motion to approve B. Phelps. Second, D. Maguire. All in favor, motion carried.
  • Public Meeting Minutes- June 6, 2016. Motion to approve B. Phelps. Second, D. Maguire. All in favor, motion carried.

AUDIENCE RECOGNITION

               

  • The public provided general positive comments on the good mowing throughout the village.
  • The public would like more information on the DPW situation.
  • A mention was made regarding the weeds growing around the bean building.
  • Several blight concerns were raised within the village.

 

 

DEPARTMENT/COMMITTEE REPORTS

 

  • Fire – The FD responded to 5 fire calls in May. Runs included a transformer fire, a jaws car accident and an illegal burn. The department also assisted Caro and Akron with a grass fire and a request for standby tanker.  
    • The Chief reports that the previously planned training has been accomplished.  
    • The routine maintenance on the tanker truck has been completed.  The Chief reports the engine should go in shortly.
    • The department continues to monitor tire wear and breakdown.  Tires will become an expense in the near future.
    • The department would like to return Nathan Maguire to service with the department. He has his training and has worked with the department previously.  D. Maguire Moved to reinstate Firefighter Maguire, C. Phelps seconded.  The vote was in favor.
    • The department expects to begin ladder testing soon.
    • The Chief plans to go to Mutual Aid Box Alarm System (MABIS) training.  Associated costs are unknown at this time. .

 

 

  •  CORRESPONDENCE/Clerk–
    • The clerk has provided information on upcoming DTE and Consumer Energy Public Hearings in Lansing.  
    • Copies of “the Review” and “Par Plan” were made available to the public.    

 

 

UNFINISHED BUSINESS

 

 

  • The additional handicap sign will be installed at the library.   
  • The school sewer lift repair replacement cost was received in the amount of $6,890. B. Phelps moved to accept the proposed replacement cost. C. Phelps seconded. The roll call vote was in favor.

  • The village continues to evaluate the natural gas generators for the sewer pumps.
  • The repair to the fire hall (previously approved for $685) continues to be worked on by the electrician. G&G worked on the project across the 4th of July weekend and have ordered a new motor for the exhaust fan.  Motion to continue work moved by B. Phelps. Seconded by C. Phelps. The roll call vote was in favor.

NEW BUSINESS

 

 

  • The board considered a resolution increasing the sewer rates per quarter.  Household Rates would increase from $46.00 to $56.00 per quarter and Business Rates would increase from $58.00 to $68.00.  The resolution was read in full (attached). Public comment was requested and none recorded. C. Phelps moved to approve the resolution. B. Phelps seconded. The roll call vote was in favor.

  • The recent vandalism at the park was discussed.  The repair request was tabled.
  • The land located next to the railroad tracks should be sold. The village should seek out potential purchasers from the surrounding land owners.

 

 

FINANCES

 

 

  • Motion to approve June disbursements totaling $  made by C. Phelps, Seconded by B. Phelps. (Attached). The motion was approved.
