Fairgrove Village Council Minutes

Special Council Meeting

March 23, 2016

A special meeting of the Fairgrove Village Council was called at 8:00 p.m. by President Wassa to discuss and approve the 2015/2016 Village of Fairgrove budget.

PRESENT:  T. Wassa, B. Phelps, C. Phelps

EMPLOYEES:  H. Stark, Fire Chief Young

PUBLIC:  No members of the public were present.

President Wassa reviewed the budget presented at the Public Budget Hearing. 

Chief Young requested a clarification of the costs included in the presented salary budget figure and asked how this compares to the budget request by the Fire Department. President Wassa clarified that that the salary line includes all Fire Department pay as well as administration costs provided by the clerk. The clerk confirmed the current salary structure for the Fire Department is as follows:

Fire Fighter per hour pay                                $8.50

Pay per meeting                                             $5.00

Pay per Training                                             $5.00

Pay to complete fire run paperwork               $5.00

Chief Young requested the pay for training to be included from $5.00 per instance to $10.00

After board discussion and initial examination of the training hour trends, the council determined that the current budget amount in the FD budget should be sufficient to the cover the requested wage increase should it be passed at the next Regular Council meeting. The clerk will add this issue to the next council meeting agenda.

Each Revenue and Expenditure category was discussed in detail to clarify what was and was not included.  Areas of the budget that seemed excessive or out of line were examined.

B. Phelps moved to accept and adopt the presented budget for the forthcoming fiscal year, April 1, 2016 to March 31, 2017.  Seconded by C. Phelps. The roll call vote was in favor:

C. Phelps moved to adopt the highest millage rate as allowed under provisions of the Headlee Amendment and under “Truth in Taxation” regulations for the 2016 tax year to support the proposed budget. Seconded by B. Phelps. The roll call vote was in favor:

The motion to close the Special meeting of the Fairgrove Council was made by B. Phelps. Seconded by C. Phelps. The meeting was declared closed by President Wassa at  8:35.
