FAIRGROVE VILLAGE COUNCIL MINUTES

March 2, 2015

 

PRESENT:  T. Wassa, B. Phelps, J. Gehrls, D. Maguire, C. Phelps,

EMPLOYEES:  D. D. Englehart, H. Stark

 

Council meeting was called to order at 7:00 p.m. by President Wassa.

 

  • March Agenda:  Motion to approve D. Maguire, Second J. Gehrls. All in favor, motion carried.

 

  • Council Meeting Minutes- 2 Feb 2015:  Motion to approve D. Maguire, Second J. Gehrls. All in favor, motion carried.
  • Special Meeting Minutes- 12 Feb 2015: Motion to approve with typing correction.  B. Phelps, Second D. Maguire. All in favor, motion carried.

AUDIENCE RECOGNITION

 

  • Audience member requested a decision on the Village clock and suggested that it be fixed or sold. The board decided to remove the clock. DPW will ensure the Clock is removed.

 

DEPARTMENT/COMMITTEE REPORTS

  • Fire – D. Young reported 4 assists and one smoking garage fire for February. 
    • Firefighters will attend the Pipeline Safety Program, March 4, 2015 in Saginaw. Cost is free.
    • D. Young requested permission to send Travis Cragg and Matt Schoenow to “Managing Tractor and Machinery Emergencies” Training . Cost for Awareness class, March 19, 2015 is Free. Cost for Operations class, Mar 21, 2015 is $50 per person. Motion to approve B. Phelps, Second J. Gehrls. All in favor, motion carried
    • The first of 3 fish frys will occur on Friday March 6, from 4-8 PM cost is $10 per adult and $5 per child. The other two frys will occur March 20th and April 3rd.
    • D. Young brought to the council’s attention a problem with algae in the Fire engine’s fuel tank and the needed repair.
    • D. Young discussed cost for replacement bottles. $530 for an aluminum base and $870 for carbon fiber.
  • DPWD. Englehart discussed a quote received from G&G Electrical for upgrading the lights from T12- T8 in the fire hall and main building. Cost of Proposal $7200.   Motion to approve D. Maguire, Second J. Gehrls. All in favor, motion carried.
    • D. Englehart will also discuss completing the electrical wiring and installation of the projector with G&G Electrical and bring the cost back to the council.

            INFO - Council received copies of “the Review”

            INFO - Water Supply Cross Convention Workshop – May 10

            Letter from Mss Dig requiring membership- clerk will gather more information and continue registration process.

            Tuscola County Scrap Tire Program.- Board will gage public interest and readdress at the April meeting.

            Webinar- DEQ Wastewater – T. Wassa will evaluate the webinar.

            INFO – Results of Michigan Public Policy Survey on Roads. 

 

 

 

Unfinished Business

 

Council Room Projector - Brad will work with the clerk and DPW to move the projector project forward.

NEW BUSINESS

 

  • Extension of Metro Right of Way Permit –Clerk should sign for village. Motion made by B. Phelps and seconded by D. McGuire. All in favor, motion carried.
  • Special Event Insurance- Bean festival is not a municipal event.  Clerk will deliver to Bean festival committee.
  • Motion made by B. Phelps and seconded by D. McGuire to authorize the new village clerk Heidi Stark, to handle the village financial affairs.  Needed actions include: removing previous village clerk, Dawn Donelow from all bank accounts, establish new signatory cards for the Checking account and 2 savings accounts (signatories Stark, Wassa, Gray and Gehrls- note removal of Donelow), establish new signatory card for the safety deposit box (signatories Stark, Wassa and Gray –note removal of Donelow), authorize access to village credit cards and other village accounts and make responsible for the village finances as indicated by position.  All in favor, motion carried.

 

FINANCES

 

Motion to approve February disbursements totaling $18.533.01 made by B. Phelps, Second by, J. Gehrls
