FAIRGROVE VILLAGE COUNCIL
MEETING MINUTES
MAY 14, 2012
 
PRESENT: P. Wood, J. Gehrls, T. Humpert, D. Maguire, A. Leen, T. Wassa
ABSENT: L. Hall
EMPLOYEES: S. Hadaway, A. LaPratt, F. Ahrens, D. Young, J. Parsell

The May 14, 2012 Fairgrove Village Council meeting was called to order at 7 p.m. Leen/Gehrls made a motion to accept the April 2, 2012 Fairgrove Village Council Meeting Minutes. Motion Carried.
 
Humpert/Leen made a motion to accept the Special Fairgrove Village Council dated April 23, 2012. Motion Carried.
 
Audience Recognition
Council stated that a Sidewalk/Streets Committee Meeting needs to be set up.
 
L. Techendorf – Tuscola County Sheriff stated that the County would be interested in having the three entities contract with them for police coverage. Approximate cost for a full time officer would be $72,000.00. It was stated that the Village of Akron is the head of the police department and that they will be the one that does the contracting.
 
Committee/Department Reports
Fire Report – Three calls for the month of April. Chief Young reported that the classes that he took in Indianapolis were very good. 
 
Police Report – Chief LaPratt stated that his resignation is effective May 20, 2012. Wassa stated that if the Village of Akron did not have another officer in place that they would be in breach of contract. The Police Contract should have had something in place like this, in case it would happen. Wassa also stated that the entire check for Police Protection should not have been sent out.  Maguire appointed P. Wood as a temporary replacement for L. Hall on the Police Committee.
 
Department of Public Works – Bids for trees were given to Council, however, it was decided to get quotes again in August and plant trees in September. The sidewalk and curb/gutter need to be replaced on Center Street. Wassa/Gehrls made a motion for DPW Director to get bids for grass/sidewalk/curb & gutter on Main Street. Also on the northwest corner of Center and Main repair the sidewalk. DPW Director is also to decide what of this he is able to complete on his own and not get bids. Motion Carried.
 
Blight issues were discussed. Wassa stated that the “old” school is not considered blight. 
 
 
Humpert/Gehrls made a motion that all department heads are required to attend monthly Council Meetings. Motion Carried.
 
Gehrls/Leen made a motion that the DPW Director is to work 5 days a week 8 hour days with ½ hour lunch and two 15 minute breaks. His work hours are to be 7 a.m. – 3:30 p.m. Motion Carried.
 
Humpert/Gehrls made a motion that if there is an emergency in the Village of Fairgrove that under no uncertain terms the DPW Director has to report; whether it is his work hours or not.
Motion Carried.
 
Wassa/Leen made a motion that the DPW Director has to complete a daily log of jobs completed or working on, and also document lunch and breaks. Motion Carried.
 
Planning Committee – Leen/Gehrls made a motion to accept the recommendation of the Planning Committee regarding the Cooperative Elevator with their addition and to approve their application but waive the bond. Motion Carried.
 
Gehrls/Wood made a motion to accept the recommendation of the Planning Committee regarding Grace Lutheran Church with their addition and to approve their application. Motion Carried.
 
Correspondence
Wassa/Leen made a motion to sign the waiver regarding not purchasing any property from the Tuscola County Treasurer Office. Motion Carried.
 
New Business
Clerk explained that anyone interested in running for Village Council (as there is four positions available; 1 President – 3 Trustee Seats) the petitions need to be in to Karen Goodchild Fairgrove Township Treasurer by August 14th
 
The Council agreed to allow the Girl Scouts to plant flowers in the Fairgrove Park. 
 
Humpert/Wood made a motion to allow J. Parsell to continue to work on the shredding project for the Village. Motion Carried.
 
Disbursements
Wassa/Wood made a motion to pay May disbursements totaling $46069.52. Motion Carried.
 
Wood/Wassa made a motion to combine checking accounts for the Village and then opening a tax savings account. Motion Carried.
 
Wood/Wassa made a motion to put Jessica Gehrls on the check signing form; so names available to sign are D. Maguire, J. Gehrls, L. Hall and B. Gray. Motion Carried.
 
Leen/Gehrls made a motion to renew CD at Chemical Bank for 12 months. The total of the CD is $76,584.50. Motion Carried.
 
As there was no other business, meeting adjourned at 8:35 p.m.
