VILLAGE OF FAIRGROVE

COUNCIL MEETING MINUTES – UNAPPROVED

JANUARY 17, 2011

 

Present:  D. Maguire, T. Humpert, J. Gehrls, A. Leen, T. Wassa, L. Hall

Pres. Maguire called the January 17, 2011 Village Council Meeting to order at 7:30 p.m.

Humpert/Gehrls made a motion to accept the Fairgrove Village Council minutes dated January 3, 2011.  Motion Carried.

 

Audience Recognition

None

 

Department/Committee Reports:

D. Young presented and swore in five new Fairgrove Firemen who successfully passed their Fire Fighter One Class.  They are: Gabe Ruiz, Antoine LaPratt, Chris Hall, Brandon Hall, and Jeff Parsell.

 

Department of Public Works:

Maguire reported that there was an incident in which Englehart hit a resident’s vehicle with the DPW Pickup.  Maguire has been in contact with the resident and they are in the process of getting two bids for repairs to their vehicle.  The Village Pickup will be repaired in the spring.

 

Police Department:

Maguire stated that things are going well.  Thompson is getting reports and paperwork completed.

 

Administrative Committee:

Hall/Humpert made a motion to let Administrative Committee begin interview process and brought to Council after interviews are completed.  Maguire questions Committee if they are going to pick an alternate if Clerk decides once she has taken job to quit.  Leen stated that if the person hired quits then it will put back in the paper and interview process will begin again.  Motion Carried.

 

Fire Committee Report:

Maguire stated that he had meetings with Northstar and Chemical Bank for loans for the Fire Department. 

Northstar is 4.37% for six years.

Chemical is 3.5% for 3 years, 4.25% for 5 years, 4.99% for 7 years.

U.S.D.A. is 4.5% for 5 years.

These figures are based on a $65,000 loan. This will make a payment of $12,000 per year.  The Village Attorney will draw up the papers for this type of a loan.  Council will have to approve this loan then Fire Department will go to the Townships and they will approve.  Leen/Wassa made a motion to continue the process of paperwork for the work on the Fire Truck and going to the Townships for their approval.  Motion Carried.

 

 

Correspondence

Tuscola County Tire Recycling Letter was received.  Hadaway explained how this process worked with the Village of Fairgrove being able to have a tire recycling day and the county will bring the tire trailer and pay for.  The only expense to the Village would be the ads in the paper and then if they decide to pay someone to man trailer or have volunteers work at it.  Hall, Leen and Gehrls each stated that they will volunteer to work the trailer.  Leen/Hall made a motion to sign contract with Tuscola County regarding Tire Recycling.  The date for this will be Saturday, May 21st from 9:00 a.m. – 3:00 p.m. by the DPW Garage.  Motion Carried.

 

Unfinished Business

Humpert reported that Risk Management had been here last year and a five-year plan needs to be completed especially on the direction the Village wants to take regarding the old elementary school.

Hadaway stated to Humpert that there are grant monies available for the demolition of the school; she will get the information to him.

 

New Business

Leen stated that she has been researching grants through DTE and Green regarding solar panels to put on the south side of Village Buildings.  DTE will pay .11 a kilowatt hour, plus then the Village Bldgs would get the electricity for free.  Solar panels are good for 25 years.  Humpert/Leen made a motion to continue researching Green Grants for the Solar Panels for the Village Buildings.

Motion Carried.

 

Humpert/Gehrls made a motion for D. Maguire to negotiate with Weilander/Fitzhugh regarding the cost of the 2010/2011 audit.  Motion Carried.

 

Gehrls stated that she was approached for the Fire Department to get Dish Network, this way if there is a storm they will be able to keep track of the storm on the weather channel.  Council tabled.

 

Finances

Hall/Wassa made a motion to approve January 17, 2011 disbursements totaling $11,098.65.  Motion Carried.

 

As there was no other business, meeting adjourned at 8:30 p.m.  The next Fairgrove Village Council Meeting will be February 7, 2011 at 7 p.m.
