The meeting was called to order at 7:30 p.m. by President Duane Maguire.
Motion Prusi second Humpert to accept the July 12, 2010 regular meeting minutes as printed. Carried.
Audience recognition: Perry Hagedon stated that the curb’s looked nice newly painted.
Fire Chief Young reported there were three runs and one assist for July.
Motion Prusi second Hall to purchase two SCBA masks for $800 and three sets of turnout gear for $4500 as budgeted. Carried.
Police Chief Sherrod gave his department’s statistics for July. The four volunteer police reserve officers all passed the accredited program testing and will receive certificates of recognition.
MotionPrusi second Ahrens to accept the following recommendations for inspection of illegal storm sewer hookups into the sanitary sewer system: The inspection will be performed by DPW employee Donnie Englehart accompanied by a police officer as suggested by our insurance carrier. A letter will be issued to village property owners explaining the inspection. This will be a door-to-door inspection with property owners given ten (10) business days to rectify illegal hookups. After that time, according to Sanitary Sewer Ordinance #27A, adopted July 2, 1979, a fine of $500 per violation per day will be assessed. Periodic checks for non-compliance will be performed. If a property owner does not provide access for inspection a court order will be obtained. Carried.
MotionPrusi second Eurich to amend the full-time Employee Handbook to allow the full-time DPW employee to work a schedule of four 10-hour days from Memorial Day through Labor Day with vacation and sick days being charged ten hours during that time period and holidays remaining paid at eight hours per holiday. Carried.
Motion Prusi second Hall to accept the proposal from McDowell Construction to alleviate the Slack Road bridge scour and repair the bridge concrete for a total of $15,272 as suggested in the village’s bi-annual bridge inspection performed by Wade-Trim, Inc. Carried.
Motion Eurich second Humpert to have Kappen Tree Service remove, chip and grind the stumps of two trees for $1,225 and trim other trees at $90 per hour. Carried.
The council discussed removal of the cement at the former fire hall site on W. Center Street and installing curb and gutter from the Chemical Bank property line westerly towards the Farm Depot building. No decision was reached.
Motion Eurich second Ahrens to pay Tuscola County Economic Development Corporation the budgeted allocation for 2010-11 of $650. Carried.
The Michigan Bean Festival presented a three-year signed lease for the use of Mulberry Park expiring December 31, 2012. The responses to our insurances risk management section continue to be addressed.
Five demolition bids for the former elementary school building on Liberty Street were received with bids ranging from $46,734.60 to $99,670. The council will pursue a grant to try to cover demolition costs.
The clerk reminded the assembly that the deadline for names to appear on the November General Election ballot for president and trustees is Tuesday August 10, 2010 at 4:00 p.m.
Motion Hall second Ahrens to pay bills of approximately $11,181.72. Carried.
