The meeting was called to order at 7:30 p.m. by President Duane Maguire.
Motion Prusi second Humpert to accept the June 21, 2010 regular meeting minutes as printed. Carried.
Audience recognition: Gayle Sleight of the Michigan Bean Festival requested that Liberty Street from M-138 to McLuney be closed Saturday and Sunday, Sept. 4th and 5th to accommodate motorcycle parking.
Fire Chief Young reported there was one run for June.
Village Attorney Gary Howell addressed the council regarding a new Zoning Ordinance that would meet the requirements of the 2006 Zoning Enabling Act and condense material.
Motion Prusi second Ahrens to Adopt Resolution 01-10 adopting Zoning Ordinance #100 effective July 24, 2010 which is seven (7) days after newspaper publication. Roll Call Vote: Yeas – Adams, Ahrens, Eurich, Hall, Humpert, Maguire, Prusi. Nays – None Carried.
Police Chief Sherrod gave his department’s statistics for June. The State of Michigan assessed the department an $800 LEIN agency fee and will provide an in-car laptop computer for LEIN usage.
Motion Eurich second Adams to increase the Police Department’s Operating Supplies account budget by $800 and pay the State of Michigan for the LEIN agency fee not previously budgeted. Carried.
Motion Prusi second Adams to adopt the Sexual Harassment Policy as recommended by Michigan Township Association Par Plan. Carried.
Motion Prusi second Ahrens to have all employees sign an At-Will Statement as recommended by Michigan Township Association Par Plan. Carried.
Motion Adams second Ahrens to accept the bid from Perfection Construction for sidewalk replacement of $10,472. 2 Yea 5 Nay Defeated.
Motion Prusi second Humpert to accept the bid from Corradi Construction for sidewalk replacement of $11,832.50 5 Yea 2 Nay Carried.
The clerk was instructed to place an ad in the newspaper for demolition bids of the former elementary school building at 1933 Liberty Street.
Correspondence was received from Weinlander Fitzhugh, CPA’s informing the council of the annual audit, Tuscola County Board of Commissioners inquiring whether the council was interested in participating in a tire recycling program and ITC Holdings Corp. providing an electric energy update. The clerk was instructed to respond to the County Board of Commissioners that they were not interested in participating in a tire recycling program.
Motion Adams second Hall to participate with the Tuscola County Treasurer and purchase new computer software for the property tax program with an approximate apportionment of $800 payable in fiscal year 2011-12. Carried.
A DPW Committee meeting will be scheduled to review recommendations from Michigan Municipal League Workers Comp risk management section. The council again stated that village picnic tables will not be available for private use outside of the parks. The clerk informed the council that candidates for village president and trustee seats must file a petition with Fairgrove Township Clerk, Karen Goodchild, by Tuesday August 10, 2010 at 4:00 p.m. in order to have their names appear on the November General Election ballot.
Motion Adams second Prusi to pay bills of approximately $12,279.28 which excludes payment to Republic Underwriters of $723.69. Carried.
