Agenda: Date of Meeting: April 14^th, 2020 Time: 6:30 PM Location: Due to Executive Order by Governor Whitmer, this meeting will only be accessible by teleconference.¹ Purpose of Meeting: l Board meeting conducted via teleconference due to executive order In order to attend this meeting via teleconference, please follow these steps: Dial 1-781-448-4329 When prompted enter the 5-digit participant code 92917 You will be muted upon joining but can unmute to speak by pressing * twice. ¹Future meetings that are accessible in person at the township Village hall will not be accessible via teleconference. This notice is posted in compliance with the Open Meetings Act, Public Act 267 of 1976, as amended, MCL 41.72a(2) and (4), and the Americans with Disabilities Act. Minutes: Village of Fairgrove Council Regular Meeting 04/14/2020 @ 6:30 pm Via Uber Conference In Attendance: Childs/ Phelps/ McIntosh/ Stevens/ Young Welcome remarks led by Childs Motion by Young to Approve the Agenda 04/14/2020 2nd by McIntosh Motion carried 5/0 Motion by Stevens to Approve Meeting Minutes from 03/02/2020 2^nd by McIntosh Motion carried 5/0 Audience Recognition: None Department Committee Reports Fire Department- Young Report Provided Currently under a NO BURN Executive Order no permits will be issued Try to get it on the electronic sign Homeland Security conference in Indianapolis has been delayed until possibly September or next year Grand Rapids Homeland Security Conference is currently rescheduled for July Steve Anderson is providing a gallon of hand sanitizer to the Fire Department Contact has been sent to the Clorox Company in California looking for access to wipes and/ or spray waiting for a response Standard Operating Procedure has been updated for the Fire Department regarding the use of the Jaws of Life Currently not lift assists or CPR call unless immediate distress -due to COVID-19 FCC contacted Chief about the radio License, and it is being investigated Two sets of Turn out gear will be on back order Police- Simerson No Report Provided Approximately 20 reports taken again this month There was destruction to the lower park over the weekend Young made the Motion to proceed with Charges through the courts 2^nd McIntosh Motion carried 5/0 This year’s contract with the Police will be $12,250.00 approx. 10 hours a week Motion by McIntosh 2^nd by Phelps Motion carried 5/0 Need bill from Akron DPW- Thomas Report Provided Part Time Worker Needed for at least Summer help Brush pick up will happen April 21^st Kappen cannot do Residential work so it will be done by the DPW Fire Fighters 501c3- No report Fish Fry had to be postponed Mother’s Day Breakfast and Basket Fund Raiser is undetermined Bean Festival Committee- Meeting that was scheduled was Cancelled by the Bean Festival Clerk- Smith Standard Budget report provided- it is new format for the council to see revenue and expenses- once in person meetings are held a more comprehensive explanation will be provided Bills that need approval presented- Motion by Young to pay bills provide 2^nd by Stevens: Roll call: Yes- Young/ Stevens/ McIntosh/ Phelps/ Childs Motion carried 5/0 ACT 51- Revenue Sharing: Due to COVID-19 the State is advising there maybe a 25% reduction in Monies provided by the State due to the Executive Order Planning Commission- No Report Provided Unfinished Business- McLuney Street- Nichols that Originally agreed to do the Work and their bid accepted on this Project has Contacted Childs and will no longer be doing the Work- Motion by McIntosh to send the McLuney Street Project out for bids and contact the other Companies that original bid the project that it is up for rebid 2^nd by Young Motion carried 5/0 New Business- 2044 Blight/ Ordinance Violation- No contact has been received form the owners of the property and no work has been done on the building. Motion by McIntosh to hire Hammer restoration to board up 2044 Main Street at the cost of $1400.00 2^nd by Stevens Motion did not pass 0/5 Motion by Young to have Thomas DPW to Board up 2044 Main Street at the Cost of $375.00 2^nd by McIntosh Motion carried 5/0 Correspondence None Audience Recognition: Simerson- Blight is on hold due to COVID-19 and will work with the Clerk once Executive Order is lifted to start Blight enforcement Smith-25 Surveys have been returned Young- FF donated 2 bikes during the First Fish Fry and the Drawing resulted in A local Girl and a very happy 6^th Birthday present for a 6-year-old boy Council; would like to the photo’s in the next newsletter Young- Fish Fry’s possible in the Fall Gray- Retirement issues have been brought up to Childs and Smith and she is looking to inform the Council about the issues she is still having- The transfer of the retirement has resulted in fee being charged to her and taken out of her retirement account- She cannot start her own retirement it would need to be set up by the Village- She can’t contribute to her own retirement account-her last check has not been cash due to the retirement funds are being taken out and she does not think it is right- She is looking for a plan document to sign before cashing her check and agreeing to any retirement fund Young would like to know if the Village is Liable or Obligated to pay into a retirement- Smith will look into this- Childs- Know this process is long and we are working toward getting this to a good solution and needs to be worked out McIntosh- Has a question about the Liberty Street Fire Property Smith- Explained that we are currently holding $12,000+/- in Fire Withholding Money to Clean the Property up if they do not.
