  • Motion by Nelson to Approve the Agenda 11/04/2019 2nd by Stevens Motion carried 4/0
  • Motion by Nelson to Approve Meeting Minutes from 10/07/2019 2nd by Phelps Motion carried 4/0
  • Audience Recognition:
    • None
  • ATB&D-Angie Burnette
    • Gave a very detailed overview of the Audit for 2018-2019
      • 56 journal entries- this needs to be reduced
      • Month to Month Trial balance preformed
      • Audit is available for public to view upon request
  • Bean Festival
    • Jason presented 3 different proposal for the Council to consider
      • They are to consider purchasing and leasing
    • Nelsom presented the cost analysis of the actual sale of said building and leasing
      • Preference is leaning toward leasing the building long term with ALL details in writing and spelled out
      • Request by B.F. to get a cost of current insurance on building/ Childs want there to still be a walkway through the park/ Water is off at building
      • Nelson and another Council member will be meeting with B.F. Committee to work out more details on how to proceed for a resolution

    • Fire Department- Young
    • Report Provided
    • 3 Emergency calls – 2 were assists  
    • Last month was Fire Prevention month with a Poster contest
    • Young will be purchasing the 2nd & 3rd place winners a trophy with the County only providing a 1st place trophy
    • Fire Department handed out light sticks/ count was down believed to be weather related
    • December 4th is the Fire Board meeting
    • County Commissioner approved new pagers for the fire departments
      • They are $1500.00 1-time fee with training
      • Should look at being insured
      • Voice vs. digital
      • Old pagers need to be returned or we will be charged $65.00 each
  • Police- Simerson

    • 137 complaints
    • Discussing a new complaint writing software
    • It would be transferable from one car to the other at $911/saving of $614 by the end of year up and running/ cost of $79.00 a quarter to the Village
    • Extra patrol:  please provide times and locations
    • Childs has noticed the increase of the police in the Village 4:30 to 6:30 seems to be the busiest and fastest speeds
    • Village will look at adding more hours with next year’s budget
  • DPW- Childs
    • Thomas picking up leaves many issues with the Leaf truck due to repairs on the equipment
    • CDL for Thomas Council requesting it be completed by end of year
    • All NON-DPW items will need to be out of all DPW buildings

  • Budget adjustment is for $45,000 to be moved from the Fund Balance into the Budget to balance the budget Motion by Nelson to make the adjustment 2nd by Stevens roll call: Yes: Nelson, Stevens, Phelps, Childs
  • Bank Account Cancelations and Consolidations-  Motion by Stevens For the Clerk to go to Chemical bank and transfer Savings account to Checking accounts that were requested from ATB&D to make the accounting more transparent and close the unnecessary savings accounts 2nd by Nelson roll call: Yes: Nelson, Stevens, Phelps, Childs Motion carried 4/0
  • Sewer Bill at Circle Drive Bathroom- This bathroom has no running water and is no longer serving the public permission to stop billing the Village for this sewer bill Motion by Nelson to suspend this Sewer bill for Circle Dr and the Village of Fairgrove 2nd by Stevens Motion carried 4/0
  • Planning Commission- Prusi
    • Ordinance for pools: 69-A In- Ground pools 69-B Above Ground Pools
    • Ordinances available & will be published roll call: Yes: Nelson, Stevens, Phelps, Childs Motion carried 4/0
    • Motorized and Non-Motorized vehicle on road vs. sidewalk Ordinance will be sent to the Village Attorney for review
  • Unfinished Business
    • Speed Sign: There needs to be a Speed Study conducted by MDOT
      • Resolution 2019-12 presented for the Speed Study to be conducted on M-138 West of Town Motion by Stevens for the moving of Speed Sign 2nd by Nelson: roll call: Yes: Nelson, Stevens, Phelps, Childs Motion carried 4/0

    • Unpermitted Drain Along RR tracks- Requirements for correcting this Flooding
      • Engineer/ Survey/ MDOT/ Country Drain/ Drain Calculations/ Utility and Permits all required at the Cost to the Village -Tabled
    • Coyote’s Wild in Village
      • Discussion whether to allow trapping
      • Discussion tabled
  • Correspondence
    • MML- Courses being offered to Council Members
    • Fairgrove Township Digital Sign- Township will be around 11/05/2019 to show mock-up of the sign
    • Spirit of Fairgrove Parade- Tree is on its way – AF High School Choir will be around to sign during the Lightning – asking if council would like to provide Hot Coca before the parade? Motion by Nelson to provide the Hot Coca 2nd by Stevens motion carried 4/0
  • * Clerk- Needs a motion to approve paying the Fire Fighters this year pay: Motion by Nelson to pay the Fire Fighters $12,331.43 for the 2019 year 2nd by Stevens: roll call: Yes: Nelson, Stevens, Phelps, Childs Motion carried 4/0
  • Spicer Group- Sewer Village of Akron Sewer pump repairs in conjunction with eh Village of Fairgrove- Childs is the representative also a future study on improving our Sanitary sewer back-ups and videotaping the entire system

 

 

  • Audience Recognition:
    • Young- Smart 911 is an on-line program everyone should look into especially for power outages and generators/ Mosquito abatement in Tuscola County allows for four free treatments per homeowner a year and covered by taxes
