NOTICE of PUBLIC HEARING

The Fairgrove Village Council will hold a public hearing to discuss the budget for 2019-2020 fiscal year on March 27, 2019 at 6:00 pm at the Village of Fairgrove Village Hall, 5005 W Main Street.

The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing.

A copy of the proposed budget is available for public inspection at the Village of Fairgrove office, 5005 W. Center Street during regular business hours; Tuesday By calling for pick up time  You may also contact the clerk at 989-693-6572

  • Approval of meeting minutes from 03/13/2019
    • Motion by McIntosh to approve the 03/13/2019 Minutes with corrections 2nd by Stevens motion carried 5/0

  • 2018-2019 Budget Cost Center and Internal Adjustments (11 Page Budget on adjustment presented)
    • Motion by McIntosh to allow Clerk to make both Cost Center adjustments and Internal adjustments and using the 101-339-990-000 of $27,000 & additional General fund to Balance the 2018-2019 budget line items 2nd by Nelson

  • Debt items:
    • July 1st, Pay off of Chemical Bank SCBA $4835.00 apx. (101-339-990-000)
    • June 30th, Juniata Township Final Scuba Payment of $4,024.05
    • Short $810.95 will be taken from General Fund
      • Motion by Nelson to use $810.95 from General Fund to pay off the SCBA Final Payment @ Chemical Bank July 1st, 2019 2nd by McIntosh

  • Owe Fairgrove Township & Gilford Township $11,300 each for Fire Truck Payment totaling $22,600.00 January 2nd 2020
  • Juniata Owes Village of Fairgrove $22,847.28 For their Fire Truck Portion
  • Overage of $247.28 will be placed in General Fund
    • Motion by Phelps to put $247.28 of the overpayment in to the General Fund when Juniata pays their Fire Truck Portion 2nd by Nelson

  • $64,600 will be taken from General Fund and returned to Sewer Fund this funded the purchase of the 2019 Fire Truck
    • Motion by Steven to repay the Sewer Fund the $64,600 owed for the purchase of the 2019 Fire truck from the General Fund 2nd by McIntosh
    • Roll call Vote: Aye: Nelson/ Phelps/ Stevens/ McIntosh/ Childs Motion carried 5/0
  • Fire Depart will begin over next 7 years repaying the General Fund $9,228.57 beginning July 1st 2019 with no interest out of 101-339-990-00 line item
    • Motion by Phelps to start making repayment to the General Fund from the Fire line item 101-339-990-00 over the next 7 years $9,228.57 until $64,600.00 is repaid 2nd by McIntosh

  • Wage and Benefits for 2019 after lengthy Discussion:
    • Motion by Nelson to increase Village President Salary to $2,500  a year 2nd by Phelps
    • Roll call Vote: Aye: Nelson/ Phelps/ Stevens/ McIntosh Motion carried 4/0
    • Childs Abstained from the vote
  • Motion by Nelson to pay the Clerk $17,000  a year Salary with a weekly hours to be 20 to 24 hours 2nd by McIntosh

  • Motion by McIntosh to Increase the Treasurer to a yearly salary of $2,400 -2nd by Stevens

  • Motion by Phelps to pay the Fire Chief $2,500 a year 2nd by Steven

    • Discussion whether to send it out for bids or renew with Great Lakes Management’s Contract
    • Motion by Nelson to renew Great Lake Management’s Contract for the new 2019 Mowing Season 2nd by Phelps motion carried 5/0

 

  • Storm Sewer
    • Discussion about the concern of the line Consumers went through by the Library/ McLuney Street/ Clean outs and sewer issues  
    • Bid from Monchilov to run a camera down the lines $1.50 a foot approx. of $2400
    • Motion by McIntosh to move forward on the Monchilov bid and Childs to proceed moving forward with concerns over the Sewer systems 2nd by Nelson Motion carried 5/0

      • Foregoing Resolution 2019-005 offered by Nelson supported by Council member McIntosh

    • Fred discussed with Kappen about Brush pick up for April 12th for the Village Motion by McIntosh to have Kappen do brush pick up April 12, 2019 2nd by Nelson Motion carried 5/0

    • Cathy Childs has volunteers lined up for the Park Spruce up this Spring
