Synopsis of a Regular Meeting

Held on December 3, 2018

at 6:30 PM

CALL TO ORDER

 

A meeting of the Village of Fairgrove Board was called to order by President Childs at 6:30 p.m. on Monday, December 3, 2018, in the Fairgrove Village Hall, 5005 W. Center St. Fairgrove, Tuscola County, Michigan.

 

Roll Call

            Present Carl Childs, Troy McIntosh and Kristin Nelson

 

Motion #1. Motion by T. McIntosh, supported by K. Nelson, to approve the agenda as amended.  Motion carried (3-0).

 

Motion #2. Motion by T. McIntosh, supported by K. Nelson, to appoint Doug Stevens to fill a vacant trustee seat for a 2 year council term. Approved RC 3-0

 

Motion #3. Motion by T. McIntosh, supported by K. Nelson, to appoint Cathy Phelps to fill a vacant trustee seat for a 2 year council term. Approved RC 3-0

 

The clerk issued the oaths.

 

Motion #4. Motion by D. Stevens, supported by C. Phelps, to approve the minutes of the November 5, 2018 meeting. Motion carried (4-0).  

 

 

PUBLIC AND BOARD COMMENTS

 

The public approved of the Christmas decoration efforts.

 

FIRE DEPARTMENT REPORT

 

Chief Young updated the board on fire runs (5) for the month of November 2018 and put the fire run report on file.

The Fairgrove Volunteer Firefighters purchased a skid unit ($~1500) to be placed on the township asset list.

The Fire board meeting will be held on December 5, 2018 at 7 PM

 

POLICE REPORT

 

Blight continues to be a focus issue. 

Houses in the village should be marked with a house number.

 

DPW REPORT

 

Christmas decorations are in place.

98 Hours were spent conducting leaf pick up

The brush has been burned off at the dump and the space is ready for next year.

 

CLERK REPORT

Motion #5.  Motion by C. Phelps, seconded by T. McIntosh to approve the engagement of the services of Anderson, Tuckey for the next audit.  Approved (5-0)  

 

 

 

 

OLD BUSINESS

 

Motion #6. Motion by K. Nelson. Seconded by D. Stevens to reappoint Bonnie Gray Village Treasurer. Approved. (RC 5-0 )

 

Motion #7. Motion by T. McIntosh. Seconded by D. Stevens to reappoint Doug Young Fairgrove Fire Chief. Approved. (RC 5-0)

 

Motion #9. Motion by C. Phelps. Second by Carl Childs to reappoint Heidi Stark Village Clerk. Failed, (RC 2-3 CP Aye, KN No, DS No, TM No, CC Aye.) Reasons requested and refused.   

 

Motion #10. Motion by K. Nelson. Second by D. Stevens to create a job description for Village Clerk and advertise vacancy in the Tuscola County Advertiser. Approved (RC 3-2 CP No, KN Aye, DS Aye, TM Aye, CC No.)

 

Motion #11. Motion by D Stevens. Second by C. Phelps to renew the contract with Great Lakes Land Management for Lawn care in 2019. (RC 5-0)

 

The articles of incorporation for the A-F Lagoon is being reviewed by the village attorney.

 

Payments for the new fire truck have been received for all townships with the exception of Juniata Township. Village board signed the interfund loan to account for the village portion. 

 

The report on the dangerous building at 5085 Center street has been received. The president will set a hearing date and the owner notified of the dangerous building hearing.

 

NEW BUSINESS

Motion #12. Motion by T. McIntosh.  Second by K. Nelson to conduct an insurance review and investigate a new carrier. (5-0).

 

The board discussed maintenance of DPW vehicles as a budget item.

 

The board discussed board training to be included as a budget item.

 

Department proposed budgets should be prepared and provided to the board in January.            

 

K. Nelson will investigate options for village regulation of marijuana.

 

FINANCES

 

Motion #13. Motion by T. McIntosh. Second by D. Stevens to approve November finances. (RC 5-0)

 

ADDITIONAL PUBLIC COMMENT

 

Additional comment period positive

Christmas lights and decorations look good.

Village appearance is improving. Lawns, park, decreasing blight.

 

ADJOURNMENT

 

Meeting adjourned at 8:12 PM.
