FAIRGROVE VILLAGE COUNCIL MEETING
July 10, 2017
PRESENT: Cathy Phelps, Brad Phelps, Tina Wassa, Troy McIntosh, Tom Wassa (P).
Visitors were present
Council meeting was called to order at 6:30 PM.
Motion to accept July 10, 2017 agenda by Brad Phelps. Second by Cathy Phelps. Motion carried.
Motion to accept the June 5, 2017 Council Meeting Minutes by Troy McIntosh. Seconded by Tina Wassa. Motion carried.
AUDIENCE RECOGNITION
- Diane Foster (A-F Superintendent) spoke about the elementary students and teachers being named a Reward School by the Michigan Department of Education. Ms. Foster also reported that starting the 2017-18 school year will begin as a Balanced Academic School Calendar (August 15, 2017 – July 26, 2018). A-F Schools offers many incentives for families to move into the school district, and for students who attend school. Starting this academic school year, Ms. Foster requested that the bus stop be moved to the gravel area with appropriate signage for loading/unloading children.
- Fern Young has requested that the village purchase and display 12 more flags along Main Street. It was discussed that the park looks nice, and the current lawn mowing service is doing a great job.
- Ed Nicholson, previous lawn service, raised some concerns he had as to how we measured for mowing the lawn. Mr. Nicholson stood up, spoke very loudly, began arguing with council members and became disorderly. Nicholson was asked to leave the meeting or the police will be called.
Tom Wassa suspended the meeting until Mr. Nicholson left the building.
The meeting was brought back in session.
- Gwen Jeffers along with other residents voiced their many concerns with the homeless individual using village property (plugs and water at park), as well as being drunk and passed out in the park.
DEPARTMENT REPORTS:
Chief Doug Young gave the Fire Department report. There were 3 runs for the month of June. The siren will be replaced on July 14, 2017 and the Thermal Imaging Camera has been purchased.
Fred Ahrens gave the DPW report. Ahrens reported that the bucket truck was repaired, costing just over $500. Fred looked into certification for the truck, the cost to certify the truck is very expensive. President Wassa asked if the DPW could secure the water facet in the park near the pavilion. No action taken.
UNFINISHED BUSINESS:
Council discussed the purchase and display of 12 more flags along the Streets.Discussion followed.Topic will be tabled for August Meeting.
NEW BUSINESS
School sewer/lift station - discussion followed.Counsel requested the Clerk to draft up contract for schools.Tabled for the August Meeting.

Brad Phelps moved to pay the June disbursements totaling $27,907.13.
Cathy Phelps seconded the motion was approved.
