Synopsis of a Regular Meeting

Held on April 3, 2017

at 6:30 p.m

CALL TO ORDER

 

A meeting of the Village of Fairgrove Board was called to order by President Wassa at 6:30 p.m. on Monday, April 3, 2017, in the Fairgrove Village Hall, 5005 W. Center St. Fairgrove, Tuscola County, Michigan.

 

Roll Call

            Present Cathy Phelps, Brad Phelps, Troy McIntosh, Tina Wassa, and Tom Wassa (P)

 

Motion #1. Motion by B. Phelps, supported by T. Wassa, to approve the agenda as amended.  Motion carried (5-0).

 

Motion #2. Motion by C. Phelps, supported by T. McIntosh, to approve the minutes of the March 6, 2017 meeting. Motion carried (5-0).

 

Motion #3. Motion by C. Phelps, supported by T. Wassa, to approve the minutes of the Public Hearing held on March 6, 2017. Motion carried (5-0).

 

PUBLIC AND BOARD COMMENTS

 

Public comments started at 6:39 p.m. There were four public questions and comments.

 

FIRE DEPARTMENT REPORT

 

Chief Young updated the board on fire runs (4) for the month of March, 2017 and put the fire run report on file.

 

Motion #3 Motion by B. Phelps, supported by T. McIntosh to approve Joe Oszust, a FF1 & FF2 trained firefighter to the department.

 

The Chief reports the Fire Department’s strength at 18.

 

Siren Testing will begin on April 19 with statewide testing at 1PM.  Village testing will occur May- October on the 1st Wens of each month at 10AM.

 

Fish Fries continue on Friday April 4, 4-8 and Friday, April 14 from 12- 8

 

OLD BUSINESS

 

The Village has signed paperwork to formally request a grant for the SCBA purchase.

 

Motion #4. Motion by T. Wassa, supported by B. Phelps to approve Townley Engineering as the engineering firm on record for the Mcluney project.  Motion carried (5-0).

 

Motion #5. Motion by C. Phelps, supported by B. Phelps, to approve the cost of $3880 for engineering costs on the Mcluney Project. Roll Call Vote carried (5-0).

 

Motion #6. Motion by B. Phelps, supported by T. Wassa to authorize the clerk to engage and set the date for Kappen Tree Service to conduct the annual spring brush pick-up.  Motion carried (5-0).

 

Motion #7. Appointment by Wassa (P). Motion by B. Phelps, supported by T. McIntosh to appoint Jessica Gherls as the Zoning Administrator with the power to enforce Ordinances. Motion carried (5-0).

 

Motion #8. Motion by T. Wassa, supported by B. Phelps to confirm previous approval of the 2017-2018 budget as presented at the Public Hearing on March 6th, 2017. Roll Call Vote carried (5-0)

 

Motion #9.  Motion by T. Wassa, supported by C. Phelps, to approve the payment of the March of bills/invoices, as listed by the Clerk. Roll Call Vote carried (5-0).

 

ADJOURNMENT

 

Motion #11. Motion by B. Phelps, supported by T. McIntosh, to adjourn the meeting at 7:47 p.m. Motion carried (5-0).
