SPECIAL COUNCIL MINUTES
November 14, 2013

Special council meeting was called to order at 6:30 p.m. by President Wassa.
AUDIENCE RECOGNITION – None
NEW BUSINESS
SAW Grant – discussion held regarding the storm water problems the village has been facing, the SAW Grant which has an application deadline of December 2nd, and how to proceed with the project.
Humpert/Gehrls motioned to name the project the “Village of Fairgrove Storm Drain Project”; all in favor, motion carried.
Humpert/C. Phelps motioned to appoint Melissa Couture, Clerk, as the Authorized Representative for the Village of Fairgrove on the Village of Fairgrove Storm Drain Project and the SAW Grant; all in favor, motion carried.
B. Phelps/T. Humpert motioned to contract with David Arthur Consulting, Inc. for engineering on the Village of Fairgrove Storm Drain Project; all in favor, motion carried.
Humpert/B. Phelps motioned to approve the Resolution authorizing the SAW Grant Agreement with the Michigan Finance Authority (MFA) and Department of Environmental Quality (DEQ); Roll Call Vote: Gehrls – yay; C. Phelps – yay; Humpert – yay; B. Phelps – yay; Van Hove – yay; Wassa – yay, motion carried.
Fairgrove Twp. Police Protection – M. Couture notified council that Keith Aeder, Fairgrove Township, has requested to be added to the December agenda in order to discuss police protection through the township.
Bonnie Gray, Treasurer – has accepted a position with the Village of Reese as an administrative assistant but would also like to remain the Treasurer for the Village of Fairgrove. According to Gray, the Village of Reese is in agreement with her continuing her responsibilities to the Village of Fairgrove. Discussion held and the council agreed that there should be no problem with Gray serving both villages.
Sidewalk Ordinance No. 58 – J. Van Hove stated that some residents have expressed concerns to him about having to shovel the sidewalks adjacent to their property during the upcoming winter. In the past, the Village of Fairgrove has used their equipment when feasible to assist in clearing sidewalks after large storms as a voluntary service to the residents. However, it is standard protocol in most municipalities that residents are responsible for clearing their own sidewalks, and Ordinance No. 58 addresses this topic.
As there was no other business, meeting adjourned at 6:50 p.m.
