1)     ROLL CALL – Wassa, Maguire, B. Phelps, VanHove

 

2)    NEW BUSINESS

a)        DPW Contract with Akron:

Discussion and recommendation to council to proceed with contracts to Akron, as needed for services. We will reimburse for pay and use the equipment rental scale each time for restitution of services.  To aid in safety for employees, prevent duplication of equipment, and to save cost.

 

b)       Fire Department Zoning Ordinance. 

To date, the fire department had not presented any recommendations on ordinances relating to the storage of hazardous materials.  More information and input is needed from them, and we will attempt to find an ordinance or example from other municipalities.  No recommendations at this time.  

 

c)        Placement of Donated Trees 

Committee to recommend to council the placement of trees in Old Park.  May want to plant some on the west side of pavilion, alongside the ditch.

 

d)       Discuss Smart Meter Resolution

Resolution wasn’t available for review.  Discussion was tabled.

 

e)        Ordinance Review – Committee will make the following reformations;

 2 - BUSINESS DISTRICT FIRE ZONE – More research on ordinance needed for

       any action.

    8 - PEDDLERS AND VENDORS – 8-8a Make provision for Non-profits.

    9 - GASOLINE “CURB PUMPS” – Repeal

    13 - FIREARMS – Section 2, issue with seizing weapons.

    16 - SUNDAY LIQUOR – Repeal

    18 - MINOR POSSESSION – Repeal

    18A - MINOR POSSESSION – Repeal

    18B - MINOR POSSESSION – Repeal

    21 - TRANSPORTING LIQUOR – Repeal

    22 - PARKING ON MCLUNEY STREET – Research, street refers to Otis Street.

    25 - VEHICLES OVERTAKING SCHOOL BUS – Repeal

    33 - LOITERING – Repeal

    34 - USE OF FIGHTING WORDS – Repeal

    35 - TRESPASSING – Repeal

    36 - DUMPING GARBAGE ON PROPERTY OF ANOTHER – Repeal

    42 - MANDATORY CHILD RESTRAINTS – Repeal

    43 - MANDATORY SEAT BELT REGULATIONS – Repeal

 

f)         SAW Grant 

Wassa provided update and recommendation to be made to the council. Proceed with the grant process and look at budget issues, to plan for a match to the grant if required.

 

g)        Other Village Business 

Discussion related to Neighborhood Watch signs and placement.   B. Phelps will work with DPW for sign placement.  Signs were approved by prior action of the council.

 

h)        Resolution Number

Website Placement.  Discussion with a recommendation to council to place Village Resolutions on the Village’s website under ordinance section. 

 

 3)    AUDIENCE RECOGNITION

Mary Drier made a recommendation to the council to consider an ordinance relating to fracking within the village limits because there is open farmland within the village limits and current activities relating to oil exploration.
