COUNCIL MINUTES
October 1, 2012

Council meeting was called to order at 7 p.m. by President Maguire
Gehrls/Hall motioned to approve the minutes from the September 10, 2012 council meeting; all in favor, motion carried.
AUDIT PRESENTATION
Mr. Gary Anderson, CPA, of Anderson, Tuckey, Bernhardt & Doran presented the 2011-2012 Village of Fairgrove audit. This information is also on the Michigan Department of Treasury website, and paper copies are available in the village clerk’s office.
AUDIENCE RECOGNITION
F. Young asked status of open council seats in upcoming election. Gehrls stated that some candidates have filed to be write-ins on the ballot.
DEPARTMENT/COMMITTEE REPORTS
Fire – eight fire runs for the month of September. D. Young reminded everyone of the importance of calling Miss Dig before any digging on your property. FFI and FFII training starts next week, $500.00 per student and no book fee this year. Driver’s Training will be held in May and cost not included in above fee. Department will host the kindergarten and second graders on October 12, 2012 for Fire Prevention. Akron Fire Department is sponsoring the fifth and sixth grade poster contest this year. Estimated value of the old fire truck is not yet available. Check issued to Apollo Fire will be held until D. Young advises due to a possible return/reorder.
Police – M. Couture advised that MCOLES has confirmed the Village of Fairgrove is now a registered agency. To date, seven resumes have been received for the part-time police chief’s position, and the Police Committee will schedule a meeting to proceed with interviews. Committee will also proceed with getting prices for security cameras to be placed in the park.
DPW – D. Englehart met with a designer, permit manager, and engineer on the curb/sidewalk project, still awaiting final approval from the state. President Maguire stated a resident was concerned with a stump on the incline in the old park and would like to see what can be done to get it removed before winter. The leaf truck will not start, awaiting a mechanic for diagnosis and repair. D. Young requested that the fire prevention banner be hung up. The memorial in Mulberry Park is in need of repair. Plan is to include the cost to repair in the next budget.
Clerk’s Items – The parliamentary procedure class will be held on October 30, 2012, from 7:00 p.m. – 9:00 p.m. in the Tuscola County Tech Center Commons. Price is $60.00 per group, and anyone attending needs to RSVP the village office by October 15, 2012.
Discussion was held regarding Halloween hours. D. Englehart said that a permanent time was previously set. Clerk to review resolutions to confirm.
Wassa/Gehrls motioned that Halloween trick-or-treating hours on Wednesday, October 31, 2012 be from 6:00 p.m. – 7:30 p.m.; all in favor, motion carried.
Discussion held regarding clerk’s request for guidance in completing the Projected Budget requirement for the state EVIP program.
Wassa/Hall motioned that the clerk and president complete the EVIP Projected Budget based on previous years’ budget changes and best estimates; all in favor, motion carried.

OLD BUSINESS
Discussion held regarding Fireworks Ordinance #94 as proposed.
Wassa/Hall motioned to accept Fireworks Ordinance #94 as written; all in favor, motion carried.
Asbestos Inspection in old school, no new information yet available—tabled.
NEW BUSINESS
Wassa/Hall motioned to approve Zoning Board of Appeals members as follows: Jim Blankenship, Carl Childs, Lynn Cramer, Todd Humpert, Curtis Mowry, Steve Young, and Wally Prusi; all in favor, motion carried.
Zoning board meeting tentatively scheduled for Saturday, October 27, 2012 – time to be announced.
FINANCES
Wassa/Hall motioned to approve September disbursements totaling $9,714.22; all in favor, motion carried.
As there was no other business, meeting adjourned at 7:54 p.m.
