COUNCIL MINUTES

September 10, 2012

Council meeting was called to order at 7 p.m. 

Humpert/Wassa made a motion to approve the minutes from the August 6, 2012 council meeting.  Motion carried.

AUDIENCE RECOGNITION

F. Young asked status of sidewalk repair.  D. Englehart stated it is in design with the state and we cannot proceed until they approve.  F. Young suggested getting a carpet runner for the conference room to help keep carpet clean for fire department use.  Discussion held about looking into tubs to wash masks in fire hall.  S. Young and B. Phelps think the wording of the firework ordinance is too complicated.

DEPARTMENT/COMMITTEE REPORTS

Fire – Two fire runs for the month of August.  Thank you to all for their support of the fire department and apologized for the food stain in conference room carpet that needed special cleaning.  Two new members, Pete Wood and Jeff Baur were voted as new, one-year probationary members and need to complete training at the Fire Academy in Caro from October through April—exact training cost to be advised when known. 

Gehrls/Wassa made a motion to accept Wood and Baur and approve training costs pending physical.  Motion carried. 

D. Young discussed diesel soot in fire hall.  October 12, 2012 is the Fire Prevention event for the children.  Discussion regarding what to do with the old 1984 tanker truck—Sebewaing dealer is to come inspect and estimate its value, then will be put up for sale locally and on Craigslist.  The new tanker truck is done, but tank is leaking—discussion held on payment of the additional invoice from Burch Tank in the amount of $1,636.20.   

Wassa/Hall made a motion to withhold payment on the Burch Tank invoice until the tank leak has been repaired.  Motion carried. 

Police – M. Couture advised that all paperwork to reestablish the agency has been turned into the state, and we are awaiting their approval and issuance of the ORI number that identifies our police agency.  To date, four resumes have been received for the position, and interviews will be scheduled once ORI number is issued.

DPW – Bean Festival did well cleaning up the park area—no complaints.  T. Humpert thanked DPW for the extra mowing done for the car show.  There will be no tree grant this year.

Clerk – Discussion held regarding clerk and interested council members and department heads attending the upcoming parliamentary procedure class—additional details to follow when known.

Hall/Gehrls made a motion to approve funding for clerk to attend parliamentary procedure class.  Motion carried.

Permission requested to appoint M. Couture as administrator to access the village’s online Chemical Bank accounts for accounting purposes.

The county-wide Veteran’s Parade will be hosted by Fairgrove on Sunday, November 11, 2012 at 4:00 p.m.  They will be marching from the Post Office to the memorial in Mulberry Park.

CORRESPONDENCE – None

OLD BUSINESS

Fireworks Ordinance—tabled until next meeting for further review.

P. Wood discussed proposal received from Global Environmental Engineering for asbestos inspection in the old school and will try to get proposals from other companies for comparison, if possible.  Current budget to be checked to see if funds are available for the inspection—tabled until next meeting.

NEW BUSINESS

D. Maguire to appoint T. Wassa, T. Humpert, and L. Hall to the Police Committee

FINANCES

Wassa/Gehrls made a motion to approve August disbursements totaling $49,8689.13.

As there was no other business, meeting adjourned at 7:57 p.m.
