FAIRGROVE VILLAGE COUNCIL MINUTES

September 12, 2016

Council meeting was called to order at 7 PM.

 

  • September Agenda.  Motion to accept agenda with no changes made by D. Maguire.  Second by C. Phelps. All in favor (4-0), motion carried.
  • Council Meeting Minutes- August 1st, 2016.  D. Maguire moved to approve the minutes. C. Phelps seconded the motion. The minutes were approved 4-0.

AUDIENCE RECOGNITION

  • Brad Nelson highlighted dead trees in the village to include two that are dying in front of his house. The board will be evaluating trees in the village this fall.
  • A member of the audience noted that there are multiple cars on Ron Thomas’s property. There are also vacant house issues and concerns near the park and a house with many dogs.

 

DEPARTMENT/COMMITTEE REPORTS

  • Fire – The FD responded to 4 emergency calls in August. Runs included 3 mutual aid runs and one in the village.
    • The bill for the SCVA air bottles has arrived.  Flow tests were also performed. 
    • The department has one fire fighter going into training. Manning is currently at 17 firefighters with three new applicants.
    • Drains at the fire hall need to be cleaned.
  •  CORRESPONDENCE/Clerk–
    • The Board provided information on the Consumer Energy public hearings to be held on September 14th and 15th in Lansing.
    • The Department of Environmental Quality public hearing information on September 21st at 1:30 in Lansing was made available.
    • The Review magazine was distributed.

 

UNFINISHED BUSINESS

 

  • The Lift station at Circle Drive had power issues last week. This has been corrected.  The estimated cost for gas hookup to power generators (4) for each village lift station is $21,925. C. Phelps moves to approve the installation of gas power lines to run lift station generators.  D. Maguire seconded the motion. The Roll Call vote was in favor (4-0).

  • Generators (4) for each lift station has been estimated at $46,500. B. Phelps moved to purchase the generators to provide emergency power to the sewer lift stations. D. Maguire seconded the motion. The Roll Call vote was in favor (4-0).

  • The previously discussed sewer fund resolution (2016-005) was read and raised for consideration. D. Maguire moved to adopt the resolution that authorizes transfer of sewer funds to pay for sewer associated repairs to the storm system.  C. Phelps Seconded the motion.  The Roll Call vote was in favor (4-0).

NEW BUSINESS

 

  • The Village has received the Tuscola County Hazard Mitigation Plan for consideration. ly discussed sewer fund resolution (2016-005) was read and raised for consideration. B. Phelps moved to approve the proposed county level Hazard Mitigation Plan by the stated adoption resolution (2016-006).  C. Phelps Seconded the motion.  The Roll Call vote was in favor (4-0).

  • The village has received a request to consider hosting the 2017 Tuscola County Relay for Life event in the village park. The clerk has approval to explore the issue.
  • Numerous individuals deserve recognition for their outstanding efforts preparing and running the Annual Bean festival.  The Village Council recognizes and thanks the following individuals and groups for their contributions to the village.

            A thank you is also deserved to the Village residents who worked hard to ensure that yards and streets were spruced up for our visitors across Labor Day weekend.  The Village thanks you for your pride in our community!

  • Motion to approve August disbursements totaling $ 14344.94 made by C. Phelps. Seconded by C. Phelps. (Attached). The motion was approved.
