FAIRGROVE VILLAGE COUNCIL MINUTES

PRESENT: T. Wassa, C. Phelps, D. Maguire. B. Phelps

EMPLOYEES:  H. Stark

Visitors included: Fern Young, Fred Ahrens, Gwen Jeffers and several that did not sign in.

Council meeting was called to order at 7 PM.

• Jan Agenda.  Motion to accept, B. Phelps. Second, D. Maguire. All in favor, motion carried.
• Council Meeting Minutes- 7 Dec 2015. Motion to approve B. Phelps. Second, C. Phelps. All in favor, motion carried.
• Special Council Meeting- 16 Nov 2015. Motion to approve B. Phelps. Second, C. Phelps. All in favor, motion carried.

AUDIENCE RECOGNITION

• The public mentioned there had been a blighted car parked across from the park for at least a year.  The council will gather information and a letter will be sent to address the issue.
• Praise was given regarding the holiday decorations in the village. The public and Board thanks the Neighborhood Watch that spearheaded the refreshment project.

The meeting was briefly recessed for a Public Hearing at 7:15

• . DEPARTMENT/COMMITTEE REPORTS

• Fire – The FD reported one run in December.
  • The FD will be considering a bylaw change in the near future
  • A meeting in planned in the near future to develop the budget proposal for the next fiscal year.
  • Three fire suits were cleaned.
  • A fire meeting is planned January 12^th with Fairgrove Township, Gilford Township and Juniata Township to discuss future contracts and their continued relationship of the FD and the Village
•  DPW
  • The Council, FD and all present offered Don Englehart a hearty and heartfelt thank you for his 17 years of dedicated service to the Village of Fairgrove. He will be sorely missed but goes forward to embrace larger challenges with the Village’s best wishes.
• CORRESPONDENCE/Clerk–
  • The clerk reported the Fire Committee report was received.

UNFINISHED BUSINESS

• B. Phelps will continue to work on the projector.
• The SAW grant will be tabled to the March meeting.
• C. Phelps moved to approve the 2016 Village meeting calendar. B. Phelps seconded and the vote is in favor.
• The President will seek letters of interest to fill the vacancy on the council.

NEW BUSINESS

• A letter from the Tuscola County Economic Development Commission was received.  Information on the Media/Website Development Seminar was provided to the public.
• The Council determined that interviews for the vacant DPW position would begin on Tuesday, January 5^th at 11:30 AM. A second round of interviews, if needed, would occur on Wednesday, January 6^th at 7 PM. The Council selected a special committee consisting of D. Maguire and B. Phelps to conduct the preliminary interviews.
• The Council resolved to approve the 2016 Village of Fairgrove Fees and Charges (Attached). The roll call vote was in favor.

• The Council approved the 2016 Village of Fairgrove Wage Schedule (Attached) with one amendment. The roll call vote was in favor.

FINANCES

• Motion to approve December disbursements totaling $9645.43 made by B. Phelps, Seconded by D Maguire. (Attached). The motion was approved.
