FAIRGROVE VILLAGE COUNCIL MINUTES
June 1, 2015
PRESENT: T. Wassa, B. Phelps, D. Maguire, C. Phelps.

Visitors included: Visitors did not sign in.
Council meeting was called to order at 7:00 p.m. by President Wassa.
- June Agenda: One correction made. Motion to approve, B Phelps. Second, C. Phelps. All in favor, motion carried.
- Council Meeting Minutes- 4 May 2015: Motion to approve as stands by B. Phelps. Second, D. Maguire. All in favor, motion carried.
AUDIENCE RECOGNITION
- Audience member requested support for the Bean Festival and their efforts to upgrade the building currently leased from the Village.
DEPARTMENT/COMMITTEE REPORTS
- Fire – The FD reported 2 fire runs for the month: One –an illegal burn (minor), and a cancel-in-route.
- The FD requests approval to purchase two sets of turn-out gear. The Fire Department have found a reasonable and acceptable vendor charging $1565 a set. Total bill $3130. Approved by D. Maguire, Seconded by C. Phelps.

- The FD requested support from the Council to assist in purchasing a power unit for the Jaws of Life. The previous unit was reconditioned 1 ½ years ago and parts are unavailable. They have found a demo unit that can power two units at a time with a 9 year warranty. The Fire Department requests the council assist with half of the cost -$3900 with the remainder to be made up by the FD booster club. The council suggests using the earmarked capital expense fire run funds for this purpose. Approved by D. Maguire, seconded by B. Phelps.

- The FD will be holding their annual Bean Festival Pancake event in the beer tent on the festival grounds. It will be on Saturday instead of the normal Sunday.
- DPW –
- DPW and the clerk received appreciatory communications for those that spruced up the village and park for Memorial Day. The clerk also received donations from village members and noted them as separate funds in the amount of $120.00
- DPW offered 4 bids for the siding work on the Village Hall. The Council voted in favor of Earle Haney’s bid of $1500. Approved by C. Phelps and seconded by D. Maguire.

- The council selected Darren Campeau’s bid (from 3) to repair to the DPW roof for $9425.00. Approved by B. Phelps and seconded by D. Maguire.

- The Council was offered one bid for the asphalt paving from Main to Slack Rd. Pyramid Paving offered to complete the work for $77523.00. Accepted by B. Phelps, Seconded by C. Phelps.

- The village clock was sold for $300.
- 14 Ordinance violations for unmowed grass were processed, 3 were mowed and billed.
- The back-hoe remains unlisted but there has been word of mouth interest.
- CORRESPONDENCE/Clerk–
- The clerk presented the Review Magazine- informational bulletin.
- The clerk reported new copies of the General Law Village Officials Handbook (2015 updated) have arrived and will make copies upon request.
- The Tuscola County Human Development Commission sent information regarding housing and foreclosure/delinquent tax assistance available in the region. The information is available in the clerk’s office.
- The MI Econ Development Basic Course will be held Sept 14-17
- The Clerk received notification that a CD held by the village is coming due. The council elected to auto-renew the CD.
- The Clerk installed the new Federal and Michigan Labor posters to put the Village in compliance with state and federal law.
- Mss Dig membership is underway. The clerk is working on mapping the village underground systems to complete the membership package.
- The projector and screen have arrived and can be installed.
UNFINISHED BUISINESS
- The zoning amendment to rezone Main Street is in consultation with the lawyer. T. Wassa requests the council members consider businesses appropriate to be part of a Residential Professional District.
- T. Wassa re-presented the sidewalk ordinance for additional discussion. B. Phelps moved that the ordinance be moved to a public hearing for consideration to be adopted. D. Maguire seconded. The Public Hearing will be held July 6th, at 7:15. The vote was in favor.
NEW BUSINESS
- The board appointed Brad Phelps to the Zoning Board of Appeals to fill the council seat on that body. Moved by D. Maguire, Seconded C. Phelps.

- The board discussed the risk assessments from the recent visit from the insurance company representative. Of particular note was the lack of exit signage in the bean festival building. This will be addressed during the upcoming building modifications by the bean festival. All other risk issues will be completed by the fire department.
- The Board determined the clerk should receive the 90 day pay raise from $11 to $12 as stated in the employment offer. Moved by B. Phelps, Seconded by D. MaGuire.

- The board discussed the clarifications made to the “2015 Wages and Benefits” guidelines. Changes made clarified the purpose of the annual salaries and expected body of work. No changes were made to compensation. Approved by D. Maguire, seconded by C. Phelps.
